I'm experimenting on the app side. I created a loc file in the home folder and sent it to the server. I then created a new folder, cut and pasted the loc file into the new folder and sent it all the to server. Even after refreshing the home list of folders, that loc file still shows up.
How/when will it go away from the home folder? Do I need to be doing this work from the server side? Would something like this happen within folders other than the home folder?

Cut will only remove the local file.
You will need to do do a swipe delete on the remote file entry.
